I guess we are talking two diff. directions. I never use a protectant, don't see the need. The Black Wax Combo has solved all my staining and spotting problems for years on my black Vette and XLR and now the Ryker.
The rinsing off part of your question has me confused. I wash mine with Blue Coral, rinse it and if it should "spot", I hit it with the turtle wax pack. Shop for it online. I pay less than $20 for it and it goes and goes.

I'm talking about if it is left out in the rain, or even morning dew. 303 protectant basically leaves a very thin oily-like film which rinses away with water. I use a black gel that's for polypropylene bumpers has silicon in it and it fears well in the wet but I re coat it once a fortnight to help maintain its protection also UV inhibitor in it its made by Simons

I've used "Back To Black" on black body parts, which sounds similar. Worked great on my F-350 running board which was originally black but faded to charcoal gray, but it was only temporary; would rinse off too over a fairly short time.
What you need is something that will actually "soak into" the plastic. There may not even be anything like that.
The best thing that works to restore headlight lenses, is a coating which adds an actual thin layer of new plastic, similar to a clear coat. Works much better than a polish. Something like that is needed for black plastic.

Its only polypropylene if its a good mix it should be OK not like the polypropylene of the 80s that was field out with telconpowder that use to go milky white if it had to much sun, as polypropylene is a oily waxy type of plastic you only need to use a UV treatment silicon is OK but now days there's alsorts of grooming gels clear ones black ones. As a former car painter its not recommended coating it with the headlight clear coat polypropylene needs to be rubbed and have a adhesion promoter before spray also from experience it well flake as it gets hit by stones.

Mother's Back to Black has high ratings. UV rays are hard on ABS plastic. When they make the ABS they can put in stuff to help protect against UV rays. I don't know if Can-Am has it in they body work. I have light weight long sleeve shirts that are rated 50 SPF they are not hot in the Summer.
